Publish full details of Imo’s finances without delay, Ihedioha tells mallam Okorocha

Governorship candidate of Peoples Democratic Party, PDP, in the last election, Chief Emeka Ihedioha, has again challenged Governor Rochas Okorocha to stop his oratory and publish full details of the state’s finances without further delay.
This came on a day,  mallam,  Okorocha assured Imo people that the state will soon enjoy steady power supply. Ihedioha also challenged the governor to publish for public consumption the reports of  SURE-P, NDDC and River Basin Authority, with a view to getting Imo people know who truly allocated or applied public funds in the interest of the people.
The former lawmaker threw the challenge through his media aide, Mr. Chibuike Onyeukwu, while reacting to the governor’s recent media attack on him. Governor Okorocha not only challenged Ihedioha to tell Imo people what he achieved in the National Assembly but also questioned the role of the former speaker in the application of funds of the Federal Government agencies.
Ihedioha said the governor should not seek to divert public attention and sweep under the carpet issues of lack of accountability and transparency that had marred his administration and personal lifestyle. He particularly mentioned the multi-billion naira Spibat Estate in Owerri, private jets and other choice property acquired by the governor since he assumed office as Imo State governor.
On the governor’s threat that he would be forced to publish the records of these federal government agencies, Ihedioha said: “Please, go ahead and publish the records of funds and projects of these agencies in juxtaposition to your stewardship in the state, so that Imo people can know who truly have their interest at heart and who indeed, stole and misapplied public funds meant to improve their lives.”
Ihedioha wondered why a simple and legitimate demand that the governor should make public the account details of the state, return alleged looted funds and bail the citizenry from famine, turned out to be an insult on the governor. Meanwhile, the governor , who promised the state steady power supply, failed to explain how he would achieve the lofty idea,  however, said efforts were being intensified to bring the epileptic power supply in the state to an end.
He recounted with glee, his trips to Turkey and Moscow, noting that he was in those countries to ensure he delivered on his campaign promises of creating jobs and establishing industries in the state. On the vexed issue of irregular payment of workers’ salaries, the governor assured that the trend would now change.
He urged them to be more committed to their jobs to enable them justify their salaries. He also disclosed that the government of All Progressives Congress, APC, would introduce free education at all levels in the country.

Greece's last-minute defaults on IMF payment despite last-minute overtures to creditors

Greece's last-minute overtures to international creditors for financial aid on Tuesday were not enough to save the country from becoming the first developed economy to default on a loan with the International Monetary Fund.

The IMF confirmed that Greece had not made its scheduled 1.6 billion euro loan repayment to the fund. As a result, IMF Managing Director Christine Lagarde will report to the global lender's board that Greece is "in arrears," the official euphemism for default.

Fears of a Greek default have unnerved financial markets on concerns that it would ultimately lead to the country's exit from the euro common currency. The fate of Greece's membership in the 19-nation currency bloc still hangs in the balance ahead of a referendum on Sunday when Greek citizens will vote on whether to accept the austerity terms of continued international aid.
President Barack Obama said on Tuesday the financial crisis in Greece should not create a major shock for the U.S. economy, but warned that its fallout could dampen global growth.

IMF spokesman Gerry Rice said Greece can now only receive further funding from the global lender once the arrears are cleared. He confirmed that Greece asked for a last-minute repayment extension earlier on Tuesday, which the fund's board will consider "in due course."

The left-wing Greek government's 11th-hour bid for an extension of its international bailout and a two-year funding and debt restructuring program offered no concessions to creditors' demands for economic reforms, according to text seen by Reuters.

A one-page letter from Greek Finance Minister Yanis Varoufakis to the chairman of the Eurogroup of finance ministers of the euro zone said Greece was "fully committed to service its external debt in a manner that secures the viability of the Greek economy, growth and social cohesion."

But it made no mention of the conditions set by Greece's three lenders - the European Commission, the European Central Bank and the IMF - for releasing frozen aid to avert defaulting on the IMF repayment. Instead, Varoufakis cited legal grounds for requesting a two-year loan of an unmentioned amount.

"The loan will be used exclusively to meet the debt service payments of Greece's external and internal debt obligations," he wrote. It was not clear whether that includes payment arrears to Greek government suppliers, civil servants and others.

The letter went on to say, "Until this loan is agreed and in force, Greece requests for the program to be extended by the Eurogroup for a short period of time in order to ensure a technical default is not triggered."

Before the payment deadline, Varoufakis indicated on a call with European counterparts that Athens might scrap the upcoming referendum if a deal was reached, according to euro zone sources.

But the latest Greek proposals came too late to prevent Greece's existing aid package - with locked-up funds it needs to pay wages, salaries and debt - from expiring at midnight.

Now, Greece will lose access to a 1.8 billion euro loan tranche and 10.9 billion euros for recapitalizing banks.

The flurry of diplomacy came as tens of thousands of people descended on Athens' central Syntagma square over the past 24 hours in two different rallies - one to reject additional austerity measures and the other to push for Greece to agree to the terms in order to keep the financial spigot open.

In a sign that European officials have not given up on finding a solution, finance ministers said they would confer on Wednesday over Greece's latest loan request and debt restructuring.

It was unclear how much the Wednesday call could achieve. Trust between Athens and European capitals is in tatters after five months of acrimonious negotiations, and the relationship further deteriorated after Athens on Saturday decided to put creditors' proposals to a referendum.

Greek Prime Minister Alexis Tsipras has said the plebiscite is the democratic way for Greeks to decide if they will accept more budget cuts and taxes in return for international aid. He has urged a "No" vote.

German Chancellor Angela Merkel has ruled out further negotiations until after Sunday's referendum.

Intersociety warns: Transfer of Boko Haram terrorists to South-East will spell doom for Igboland

The International Society for Civil Liberties & the Rule of Law (Intersociety) has warned that the transfer of Boko Haram terrorists from the North-East to South-East prisons will spell doom for Igboland, which is yet to fully overcome the effects of the Civil War.

The group in a statement issued yesterday in Onitsha challenged the APC-led Federal Government and President Muhammadu Buhari to reverse “permanently the wicked and pogrom-oriented policy.”

The first batch of the terrorists is said to have arrived Anambra last night, escorted by heavily-armed soldiers. Intersociety condemned the action unreservedly in the statement signed by Board Chairman Emeka Umeagbalasi; Head, Campaign & Publicity Department, Uzochukwu Oguejiofor, Esq.; and Head, Civil Liberties & Rule of Law Programme, Obianuju Igboeli, Esq. To the group, this is nothing but “an infamous policy by the reactionary forces at the Federal Government aimed at massive destruction of Igbo lives and properties and escalation of Islamic insurgency in Nigeria; the alleged belated denial of such moves by the public relations office of the Nigerian Prisons Service notwithstanding.”

Continuing, Intersociety said: “For the records, there were strong intelligence reports at the disposal of some highly placed public office holders of the South-East extraction and other strategic citizens to the effect that signals were recently released to relevant prison authorities in the South-East zone to prepare special grounds for prisoners transfer involving some, if not many detained suspects linked with the Boko Haram insurgency in Nigeria, currently held in a number of prisons in the North. Following the intelligence reports at the disposal of the referenced key public office holders, security agencies and the government backed Igbo market leadership of Anambra extraction were alerted, leading to the referenced successful protests and closure of all markets in Anambra State, which is the commercial capital of the South-East zone.

“Already, a leading politician of South-East extraction, Chief Victor Umeh, and undisclosed top prisons officials in the South-East zone, have attested to the intelligence reports. Though the Public Relations Officer of the Nigerian Prisons Service was lately quoted as denying the proposed plan, but the denial, if true, is most likely adopted as ‘damage control’ or as part of usual ‘spinning strategies’ adopted by the country’s public officials to extricate themselves from public bashing over certain unpopular public policies and decisions such as that under contest. This is more so when the protests under reference optimally got the blessings from the official quarters. Be that as it may, the alleged denial, whether true or false, is roundly rejected and changes nothing in our position over the issue.

“Our Informed Fears: It is no longer news and new that the people of South-East zone in Nigeria are endangered species in the Federation. Their hard-earned properties through self-help are also targeted for destruction and annexation by other federating partners including their military and civilian goons, at any slightest social misdirection. The emergence of President Muhammadu Buhari; a leading actor in the genocidal war against the Zone and their South-south counterpart between 1967 and January 1970; is seen by many in the referenced areas as resurgence of war vendetta policies and actions such as the above referenced.

“Already, the Zone is yet to recover from codified social, economic and political marginalization, dates back to the 90s. Apart from receiving the least Federation’s monetary allocations, social services, infrastructural developments and political appointments; the Zone is also the least in the number of States, Local Government Areas (LGAs), Senatorial Districts and Federal Constituencies allocated to the country’s six geopolitical zones.

“For instance, out of a total of 774 LGAs in the country, South-East is least allocated with 95 as against 186 for North-West, 138 for South-West, 123 for South-South, 115 for North-Central and 112 for North-East. Shockingly, Kano and Jigawa states in the North-West zone (formerly one state until 1991) alone have 77 LGAs. In the area of Federal Constituencies, which are designed in such a way that the transfer of national resources and distribution of public office personnel geopolitically are anchored on equity and fairness; the South-East zone is least allocated with 43 as against 92 for North-West, 71 for South-West, 55 for South-South, 49 for North-Central and 48 for North-East. The same thing applies to  the allocation of Senatorial Districts where the Southeast is least allocated with 15 as against 21 for North-West, 18 for South-West, 18 for South-South, 18 for North-Central and 18 for North-East. In the number of states, out of the 36 states of the Federation, South-East is least allocated with 5 as against 7 for North-West, 6 for South-West, 6 for South-South, 6 for North-Central and 6 for North-East.

“We at Intersociety are, therefore, not surprised at the calamitous policy being protested. The industrial properties of the Igbo people within and outside the Igbo land have steadily drawn contempt from other federating partners leading to their target for destruction or annexation during disturbances. In the North, such properties were forcefully possessed during politically sponsored ethno-religious disturbances of recent years. In the South-East particularly, Onitsha, Nnewi and Aba, politicians of other federating units have openly expressed shock and contempt during their political campaign trends in the Southeast at the level of high rising industrial properties of the Igbo people leading to all manners of political and economic hash policies against the Igbo people resident in their states.

“These explain why we held that the proposed transfer of the detained Boko Haram terror suspects is viciously aimed at massive destruction of Igbo lives and properties and relocation of Boko Haram insurgency to the South-East and the South-South zones. The policy is, therefore, ill conceived and politically motivated. Till date, the northern political office holders, dominated by illiberal Muslims have sealed a policy of not allowing their higher institution graduates particularly women to do their National Youth Service Corps (NYSC) in the South, particularly the South-East and the South-South.  Also, till date, it is a taboo in the north for a non Muslim or Christian bachelor to ask for a hand of a young Muslim woman in marriage; but a Muslim bachelor can ask and obtain the hand of a young non Muslim or Christian woman in marriage leading to her conversion to Islam by fire by force.


“All these are geared towards a false labeling of any non Muslim Nigerian including former President Goodluck Jonathan as “an infidel” by Muslims of core north extraction.  It is also akin to an aristocratic belief among Fulani men and women, to the effect that ‘it is a taboo for a Fulani man or a woman to bow for or worship any Hausa man or woman no matter how rich or influential, because a Hausa man or a woman is a slave to a Fulani man or woman’. To a reasonable extent, inter marriages between them are tabooed, save for Islamic reasons in some cases.

“We, therefore, wonder the rationale behind the reported proposed transfer of the so called ‘martyrs of revolutionary Islamism to the areas controlled by the infidels’; if not for political motivation and ill conception (massive destruction of Igbo lives and properties and relocation of Boko Haram insurgency to the South-East and the South-South zones).

“We hereby challenge the Federal Government of Nigeria controlled by APC and Alhaji Muhammadu Buhari to prove the protesters wrong by reversing permanently the wicked and pogrom-oriented policy. Access to justice including speedy trial, fair hearing and conventional convictions and sentencing is not done by resorting to prisoners transfer alone or exportation and escalation of insurgency to other strategic parts of Nigeria for clear political vendetta. This is more so when most of the said detainees are still in awaiting trial.

“The fate of prisoners and the problem of prisons congestion in Nigeria are the test cases for the APC led Federal Government. All the prisons in Nigeria as well as their facilities are over stretched and overcrowded. There is a case of a prison in Lagos State built for 2,905 inmates capacity, which housed 4000 inmates  as at 2008 and another one in Makurdi, Benue State, built for 240 inmates that now houses 500 inmates, etc. Similar thing applies to the prisons in the Southeast including those of Awka, Onitsha and Ekwulobia in Anambra State. They have exceeded their built capacities by over 100%.

“Another test case for the APC led Federal Government is maximum application of the newly passed Administration of Criminal Justice Act of Federation 2015. The noble provisions in the Act with respect to addressing holding charge, endless capital criminal investigations, prosecutorial referrals and deficiencies, unfair hearings, long detentions without trial and long trial without convictions and acquittals; should be maximally exploited and applied in the instant matter under reference.”

Investigate everybody including previous governments not just the recent past government

THE National Economic Council (NEC) presided over by Vice President Yemi Osinbajo has set up a four-man committee to probe the finances of the Nigerian National Petroleum Corporation (NNPC) from 2012 till May 2015.
This is coming as Governor Adams Oshiomhole of Edo State accused the corporation of unilaterally spending N3.8 trillion within the period.
Governors Abdulaziz Yari (Zamfara), Oshiomhole and Nasir el-Rufai (Kaduna) briefed State House correspondents after the meeting which took place at the Council Chamber of the Presidential Villa, Abuja.
Yari said the council received report on the state of funds and the economy from the Director of Funds, Office of the Accountant General of the Federation, Mr. M.K. Dikwa, and after an exhaustive deliberation, resolved to set up the probe committee.
The committee is made up of el-Rufai, Oshiomhole, Governor Ibrahim Dankwabo of Gombe State and his Akwa Ibom State counterpart, Udom Emmanuel.
Yari said: "We have gotten the report from the Excess Crude, what is there and what is not there. Also, the council got the briefing on the unremitted funds by NNPC.
"On that line, a four-man committee of Edo, Gombe, Kaduna, Akwa Ibom (governors) was constituted to go through the books of NNPC and excess crude as well as the Federation Account.
"The four-man committee will check the books of NNPC, most especially the issue of excess crude and what is not remitted into the Federation Account."
In his contribution, Oshiomhole said that NEC discovered that from 2013 to May 2015, NNPC earned $8.1 trillion but paid $4.3 trillion into the Federation Account while spending the sum of $3.8 trillion without being appropriated during the period.
Noting that Monday's NEC was the first time the president had directed NNPC's books to be thrown open, he said: "We are talking about transparency, we are talking about change and what we saw from those numbers, I believe that Nigerians are entitled to know, is that whereas the NNPC claimed to have earned N8.1 trillion, what NNPC paid into the Federation Account from 2012 to May 2015 was N4.3 trillion.
"What it means is that NNPC withheld and spent N3.8 trillion."
